VS 2003 can only connect to local host when connected to intenet

Why can I only connect to or create a web app in VS 2003 using localhost
while I am connected to the internet. I have no problems using VS 2002 but
for some reason I get Microsoft Development Environment dialog that says 'A
connection with the server could not be established.' whnever I try with VS
2003. I've read a number of other posts (through google) but none seem to
ever finish with a resolution.

I suppose I could continue to work with my localhost while connected to the
internet but it seems that kinda wierd. Has anyone resolved this issue? I'm
sure I'm not alone here.

ThanksI have to disable my proxy/firewall/popup blocker to get it to work.

Yes, I tried that early on as it seemed a logical place to look but it has
not solved the problem I'm using Norton Internet Security and disabled it
but to no avail. Anyone got any other ideas?

I solved the problem! It turns out that it was IE 6.0 setting that was
causing the problem. Since the VS IDE uses IE all of the settings in IE
affect VS IDE. So I went into the Connections tab from the Tools menu of IE
and changed my LAN connection to "Automatically detect" and it now works
like a charm. I can access and create web apps from VS 2003 both while
connected to the internet using localhost AND while disconnected from the
internet using localhost.
